feat: 서버 시작/종료 기능 구현

- Docker 소켓 마운트로 컨테이너 제어
- 백엔드 API: 서버 목록 조회, 시작, 종료
- 프론트엔드: API 연동, 시작/종료 다이얼로그
- 실행 중일 때 다른 서버 선택 비활성화
- 로딩 상태 표시 및 에러 처리
